Council to hold two hearings

Meeting to be held via Zoom Monday

Public hearings are on the agenda for the City Council of Webster City Monday night.

The council will meet at 6 p.m. via Zoom and the public can join the session by logging on to Zoom using the meeting code of 84349810551 or watch it live on the city’s Facebook page.

The first hearing is on the proposed rezoning of a property locked between Briggs Woods Road and Millards Lane from A-1 (agricultural) to light industrial M-1.

The second hearing will consider the maximum tax dollars from certain levies for the city’s proposed fiscal year 2021-2022 budget. Senate file 623 requires all cities to pass a resolution stating their maximum property tax dollars to certify for levy prior to budget certification each year. According to a memo from City Finance Director Dodie Wolfgram to the council, cities must publish the notice in the newspaper as well as post it on the city website and social media accounts. The memo also outlined that the tax asking for FY22 will be $3,459,474 from specific levies. The tax asking is an additional $105,156 from the previous fiscal year, which calculates to 3.13 percent.

The council will also set the date and time for public hearings on the 2021-2022 Capital Improvement budget and the proposed 2021-20222 city budget. Both will be held March 15

Hearings on the plans and specifications and proposed form of contract for the 2021 Second and Beach Street Electrical Project, and on proposed plans for the Brewer Creek Shelter project and the West Twin Park Shelter project will be set for April 5.

A resolution establishing a preliminary official statement for the sale of Water Revenue Improvement and Refunding Bonds and calling outstanding bonds.

The council will consider entering into an agreement with First Children’s Finance for a full financial analysis of Webster City Daycare and Riverview Daycare. According to a memo from Community Vitality Director Lindsay Henderson, the city of Webster City has partnered with Hamilton County in a childcare consortium aimed at addressing the critical childcare shortage in the county. The agreement with First Children’s Finance would provide a full financial analysis of the two daycare centers in the community to provide a clearer picture of the financial need. Both the city and county have provided emergency funds to the consortium to help implement childcare worker retention bonuses.
