The City Council of Webster City will appoint a new council member Monday night during its regular session.

The meeting will be held at 6 p.m. at city hall and the public can join the meeting by logging on to the Zoom platform using the meeting ID code 818 6675 6091. The meeting will also be carried live on the city’s Facebook page.

The city put out a call for applicants for the council seat when Katelin Hartmann resigned her position. In her resignation letter, she said she had purchased a home outside of the city limits. Her resignation was effective Sept. 15. She was serving in her first term which would have expired Dec. 31, 2023.

Also on the agenda for Monday night, the council will consider a resolution authorizing the adoption of policies and procedures concerning municipal securities disclosure. The policy was recommended and written by the city’s bond counsel with the help of the bonding agent, Michael Mahoney. According to a memo from City Manager Daniel Ortiz and Finance Director Dodie Wolfgram, the policy concerns complying with the requirements of an official statement which is used as a disclosing document when bonding and the requirements of the Continuing Disclosure Statement. The memo explained that the documents are used to ensure that investors are given a “true and knowledgeable” picture of the community.

In other business, the council will consider the first reading of an ordinance that would place two stop signs at the intersection of Webster Street and Sparboe Court. The traffic committee approved the recommendation which originated with a local resident. The resident raised concerns about the volume of traffic and rate of speed for vehicles on Webster Street. The intersection is about three blocks southeast of Sunset Elementary School.

In a parking matter, expanded no parking zones around the Middle School and Pleasant View Elementary School will be considered. The traffic committee approved the request from the school district and brought the request before the council.

The final payment of $16,067.28 for completion of the 2020 Sewer Rehabilitation and Repair Project to the Nels Pederson Company of Badger is expected to be approved.

The council will also meet in closed session at the close of the meeting as set out in Chapter 21.5j of the Code of Iowa to discuss the purchase or sale of real estate.
