Water, sewer rate increase up for second reading
Four public hearings are on the agenda for the City Council of Webster City Tuesday night
The meeting will begin at 6 p.m. and will be held digitally via the Zoom platform. The public can dial in by using the meeting code 875 0665 0025 or follow the live broadcast on the city’s Facebook page.
Two of the hearings pertain to the purchase or lease of land for the installation of fiber huts by Platinum Connect LLC, the firm working to install a fiber network in the community. The firm proposes to purchase city-owned property on Seneca Street and to lease property located on Collins Street for the fiber huts. A third hearing will address a fiber optic network installation agreement and right of way access license agreement with Platinum Connect for the use of city streets and easements.
The council will also hold a hearing on the proposed adoption of the 2021 Comprehensive Plan for the city.
The meeting Tuesday will also bring the second reading of the proposed ordinances pertaining to increasing sewer and water rates for Webster City consumers. If ultimately approved, the sewer rates would go into effect Aug. 1 and the water rates would take effect Jan. 1, 2022. Officials are looking at a 2 percent increase each year on the base and volume rates and would begin a surcharge to help pay for capital improvements within the sewer utility, mainly the new waste water treatment plant. The water rates would have a two-year phase in with an annual 2 percent usage increase beginning with year three.
The council will also hear a request from Fire Chief Chuck Stansfield to replace the tornado siren on South Street at a cost of $9,975.
A public hearing on the proposed plan and specifications and proposed form of contract and estimate of cost for construction of the 2021 HMA Street Improvement project. The project includes new asphalt street pavement, water main and parking lot repairs for the following areas: Betsy Lane from Beach Street to Sunset Drive; Seneca Street from Pleasant Street to Bank Street; Parking lot reconstruction at 718 First Street; Betsy Lane Water Main replacement and parking lot reconstruction at the 400 block of first street (city hall parking lot). The hearing will be held Aug. 2 at 6:05 p.m.
The council will also consider a resolution establishing fees for services beginning July 6.
