The City Council of Webster City will meet Monday night for its regular session with a familiar face at helm.

The 6 p.m. meeting Monday will welcome Daniel Ortiz-Hernandez, city manager, to the table. Ortiz-Hernandez previously served as city manager from 2016 to 2018. He began his duties last week.

The city had been without a city manager since the council approved a separation agreement with D. Jeffrey Sheridan. Since that time, Dodie Wolfgram, finance director Ken Wetzler, public works director and Beth Chelsevig, administration services director, have served as a management team for the city.

On the agenda for Monday are two public hearings at the top of the meeting. The first hearing is for the plans, specifications and form of contract for the 2021 HMA street improvement project. The project consists of new asphalt street pavement, water main and parking lot repairs. The areas included in the project are Betsy Lane from Beach Street to Sunset Drive; Seneca Street from Pleasant Street to Bank Street, the parking lot at 717 First Street (behind the Freeman Journal); the Betsy Lane water main replacement and the parking lot at the 400 block of First Street (City Hall Parking Lot).

The council is also expected to award the contract for the project to Heartland Asphalt Inc. of Mason City in the amount of $882,202.83.

The second hearing will look at amending Chapter 50 of the Code of Ordinances pertaining to zoning related to uses permitted in the light industrial district.

The third reading of a proposed ordinance to address the composition of the Hotel/Motel Tax Board, setting the membership as one from city government, one from the business community and three from the general public. The ordinance will also set out that the first 25 percent of each year’s revenue will be designated for Park and Recreation capital projects and improvements.

A change order for the facade project at 713 Second St. — the old Elks Building — is also on the agenda.

The council will consider a request from the street department to send two foremen and the department supervisor to the Public Works Expo in St. Louis Aug, 29 through Sept. 1.

A request from St. Thomas Aquinas Parish/Youth Group to close Des Moines Street between Bank and Water Street on Saturday, Sept. 11 for a car show.

Mayor John Hawkins is expected to sign a proclamation for Railroad Safety Week.
