The Webster City City Council will be starting its meeting off tonight with a moment of silence in remembrance of Kent Harfst, the late assistant city manager and director of recreation and public grounds. Harfst was killed in a tragic bicycling accident near Sioux City on Sept. 28.

On the council’s agenda for this meeting is an update by the owners of 411 Prospect St. In March, the council passed a resolution establishing the property as a nuisance and ordered the property owners, Brian Hubbard and Matthew Hubbard, to abate the nuisance within six months. The building is partially collapsed and the city has called it “unsafe.”

The City Council will vote on an approval for issuance of beer and liquor licenses from the Iowa Department of Commerce for Casey’s General Store, 700 Superior St., to change its Class B Native Wine Permit to a Class B Wine Permit.

The council will also vote on a resolution to authorize a Cigarette/Tobacco/Nicotine/Vapor Permit to AA Tobacco Outlet, 641 Second St.

The council will have a second reading of a proposed ordinance amending an existing ordinance for the city. The amendment would affect Chapter 46, Article V, Section 46-206 by adding wording that would eliminate parking on the east side of Des Moines Street from Fair Meadow Drive to Lewis Drive.

A parcel of city-owned land located in the Southeast Development Park #4 on Commerce Drive will be up for discussion. In August, the city entered into an agreement with Black Hills/Iowa Gas Utility, Co., LLC, to sell the city-owned property. Black Hills Energy offered $132,000 for the 5.28 acres. The City Council will vote on the resolution authorizing the execution of a warranty deed to close the sale of the

land.

A home located at 1236 Second St. could cause complications for the 2020 Second Street Reconstruction Project as the location of the home on the property would hinder the turning of semitrucks navigating the intersection of Second Street and Beach Street.

The owner of the property, Gloria Oliver, has offered to sell the property to the city for $93,000. Tonight, the council will consider a resolution authorizing and approving this offer.

The City Council meeting will begin at 6 p.m. tonight in the council chambers in City Hall. The meeting is open to the public.
