The Northeast Hamilton School Board approved a bid for a bus barn, hired a new fifth grade teacher and appointed a new lunch program director at its regular July meeting last Thursday.
The Board had let bids last month for a new bus barn to be erected east of the school complex. Dean Snyder Construction, King Construction, Inc., Larry Elwood Construction and Habhab Construction submitted bids for the project which would include a six-bus bay, an office and a heated wash bay.
The Board approved the $198,620 bid submitted by Habhab Construction with a completion date of December 1.
In contractual business, the Board hired John Seiser as the fifth grade elementary school teacher.
The Board also accepted the resignations of Sara Utera as food service director and Sherri Olson as cook. The Board then hired Sherri Olson to serve as food service director and agreed to advertise for a part time cook.
The Board approved of a full time contract for Paige Moberly for the Special Education At Risk program.
Teacher Ashley Davis addressed the Board concerning a proposed change in school policy which would tie activity eligibility to the MASH (Missed Assignment Study Hall) program.
MASH was a program developed by NEH teachers to help students stay current on assignments. Teachers voluntarily monitor the study sessions.
"Our focus was not eligibility," Davis told the Board. "Ours was an academic focus".
The proposed policy change was included in the 2013-2014 student handbook which the Board was considering for passage at Thursday night's meeting.
"As I understand it, MASH was set up as an academic program, not as sport's policy," said Board member Kathy Pruismann summarizing the issue.
"By tying it to eligibility, suddenly, it is not a volunteer (effort) for teachers," said Davis. "It was never our intention...we never wanted to be paid".
Administrative Assistant Dennis Bahr asked the Board to postpone a vote on the policy until research on the issue could be resolved. Bahr questioned why the policy had been included in the handbook and if its inclusion replaces a previous policy.
The Board approved a student teacher contract with Buena Vista University. Over the years, NEH has hosted several student teachers from the college, said School Board President Kim Schaa.
A transportation request from Clarion-Goldfield CSD was approved which gives the neighboring district permission a direct route through the district while transporting students.
At his first meeting as the newly appointed superintendent, Larry Frakes recommended the Board approve the continuing Special Education contract for the Stars Program with Fort Dodge CSD.
The Board also approved the $500 fee for Supt. Larry Frakes to participate in Iowa's school administrator's mentoring program. The program pairs new administrators with experienced personnel.
"I know it will be beneficial to both me and the district," said Frakes.
Kathy Biere was approved as the new NEH Board Secretary. She will serve at the Blairsburg site three days a week in the afternoons. Cathi Hildebrand will serve in the Blairsburg school office two afternoons per week. The shared office personnel are part of the new Regional Business Office created by the Webster City and Northeast Hamilton school districts.
Supt. Frakes suggested the Board consider an earlier start time for board meetings. Currently the board meets at 7 p.m., but the meeting is preceded by board professional development sessions at 6:30 p.m. The Board agreed to take the suggestion under advisement.
Supt. Frakes announced a $1,000 donation by Jack Patterson in honor of Pam Patterson, NEH Class 1965, for use in the elementary school. Also Jack Patterson made a donation in honor of Jack, Sr. and Leona Patterson in the amount of $1,000 for teachers at NEH.
Before the conclusion of the meeting, Board member Kathy Pruismann asked the administration about the status of administrative assistant Dennis Bahr.
Supt. Frakes told Board members that he and Bahr were studying the needs of the district and trying to determine what their duties and roles should be.
Frakes suggested that Bahr might best serve the district as the elementary school principal and curriculum advisor while Frakes would serve as superintendent and high school principal.
"That would free up my time to attend to superintendent duties," said Frakes. "I can serve as elementary and high school principal, but I feel it is in the best interest of the district to serve as superintendent and high school principal".
"I like what I am doing," said Bahr, who expressed his willingness to stay on with the district. He noted that the district is in need of a curriculum director.
"I think the district needs that more than it needs me," he said.
Prior to the beginning of the meeting, Bahr asked Board members to bring Supt. Frakes up to date on the developments of the NEH school district.
School Board President Kim Schaa summarized the events which delivered NEH into a partial day sharing agreement with Webster City CSD for the 2012-2013 school year.
Supt. Frakes noted that Aug. 1 is the deadline for persons wishing to file for candidacy on the school board. The elections are slated for Sept. 10.
With the waning days of summer, area schools have set registration dates for the 2013-2014 school year.
Northeast Hamilton CSD will hold registration for grades PK- 12 on Aug. 13 from 4 - 8 p.m., on Aug. 14 from 3 - 7 p.m. and on Aug. 15 from 2- 6 p.m. in the school office.
The first day of the new school year will be Tuesday, Aug. 20.
Parents and guardians are needed to sign enrollment papers, pay fees and register for the iPad roll-out for the middle and high school students.
The administration noted that no teachers will be available during this time as office personnel will be supervising the registration process.
Fees for the 2013-2014 school year will be $40 for K-5, $45 for grades 6-8 and $50 for high school students.
Parents and/or guardians need to be present for student registration.
The registration includes completing student registration forms and submitting medical update forms, medical consent forms, an insurance waiver for activity participation and lunch program ala carte sign-up.
According to the Iowa Immunization law, all students entering the seventh grade for the 2013-2014 school year must be current on their vaccinations for pertussis, tetanus and diphtheria. Proof of DTP vaccination will be required at registration.
The iPad roll-out will also include an internet access compliance form to be signed by an adult. This also includes a review of NEH's Technology Use Policy.
A physical education examination form and/or an athletic participation health form also need to be submitted at registration.
The Northeast Hamilton Kindergarten Round-Up will be held on August 15 at 6 p.m. in the School Media Center.
