When the Stanhope met for their regular monthly session on March 11, the meeting included a public hearing on the 2013-14 operating budget. The FY14 budget calls for a total tax asking of 11.89061, compared to 11.74430 last year.
With no objections, the council voted to approve 2013-14 operating budget. In another resolution, council member approved keeping all city employee wages and benefits at the current level, with no change due to severe budget constraints.
In other business Monday evening, the council turned their attention to concerns with the community center. They voted unanimously to withhold payment for repair of the VRV Daikin System to Dorrian Heating and Cooling, of Waukee until it's determined that the unit is functioning properly.
In addition, payment will also require executed release of all claims from Dorrian Heating and Cooling, executed release of all claims from Mechanical Sales, Inc., of Des Moines, and a document from Dorrian Heating and Cooling stating that the company will repair the system at no charge if it does not function properly for the 2013-14 heating season.
Also, the council approved city clerk Ron McKenzie's recommendation to approve a long-term, part-time service agreement through the IAMU/PULL program for the electric utility. It is similar to a previous agreement. McKenzie stressed that with all the looming issues with the electric utility, he felt that the money would be very well spent, especially considering the consultant's vast knowledge of the municipal electric utility industry.
The council agreed to enter into the agreement, to a maximum of $750. At a later date, the council plans to assess the matter of where the utility is with issues facing the utility.
