The Stratford city council again took up the issue of the proposed Downtown Revitalization project when they met for their regular session last week.
Initial project bids came in way over the architect's opinion of cost. So in an attempt to keep the grant dollars for the project, the council approved sending a revised scope of work to Iowa economic Development Authority (IEDA), which approved it with stipulations.
The council re-evaluated the project and discussed their concerns, including that the business owner match was still prohibitive for business owners to pay in this economy. In the end, the council voted unanimously not to proceed with the Downtown Revitalization Faade Project.
The council did approve Hamilton County SEED dues for $2,972 for the 2014 fiscal year. Dues of $460 for participation in Midwest Municipal Transmission Group were also approved, as was the donation request of $350 from the Community and Family Resources for fiscal year 2014.
Other agenda items the council addressed included approving a 248 percent wage increase for all city employees for the 2014 fiscal year.
Looking at property matters, the council approved purchasing 55 Leotek LED streets lights at $19,498.46, which includes LED unit, ten-year warranty, Iowa Association of Municipal Utilities purchasing fee, and photo control. Repairs on the maintenance building overhead door were approved for $3,500.
In other business, the council approved amending ordinances to facilitate the new contract beginning on January 1 with the solid waste collection contractor. First reading of the ordinance will be at the January city council meeting.
A resolution was approved that establishes the solid waste and recycling collection fees per the code of ordinances.
The mayoral appointment of Lynn Conklin to the library board was approved by the council.
