Stratford city council hears library update

Council also reviews burning restrictions

STRATFORD - The Stratford City Council had a busy meeting when they met for their regular session this month, with the agenda including review of a proposal submitted by Waste Management, looking at insurance coverage for volunteers and employees, and discussion of a recent water tower inspection.

Mayor Mike Neperney administered the oath of office to Travis Sonksen, who was appointed to fill a vacancy on the council when Aaron Bradley resigned.

Reviewing a building permit request from the owner of a building a 801 Byron Street, the council voted to deny the request for three driveways at this location because the request was not detailed enough for driveway regulations according to the city ordinance. The council did vote to approve the owner's request to bring three-phase power to this location at his own expense pending council approval of plans. Replacing existing windows with overhead doors in this same structure does not need council permission.

The council also reviewed and approved a proposal submitted by Waste Management for collection and disposal of garbage and recycling for residential and participating commercial weekly services. The mayor was authorized to sign a five-year contract with Waste Management.

In other business, the council received an update on the Stratford library board and staff. Diana Erickson is library director, and Janis Johnson has been hired as her assistant. Current board members are Rick Adams, Christina Bauer, Marilyn Carlson, and Jerry Janney. Neperney will appoint another board member to replace Heidi Heck, who resigned.

City manager Rachel Cahill reported to the council that a Notice of Petroleum Release was received from the Iowa DNR. The release was in July at the Kum and Go on Highway 175 in Stratford. Although the release has been contained, DNR regulations require an assessment of the petroleum release by the property owner. The city will get notification if problems are found.

The council also reviewed open burning restrictions from the code of ordinances, which states that there should be no open burning of combustible materials that are emitted into the open air. There are several exceptions.

In property matters, the council discussed a recent water tower inspection. While interior condition is noted as good, the exterior coating is fair. Thinning and fade show, with more failures beginning.

In another property matter, a proposal from Rehab System was approved to line the interior of the pool pump pit. Financing for the $4,935 project will come from Local Option Sales Tax funds designated for the pool.

The council approved renewal of the Volunteer Firefighter Accidental Death and Dismemberment coverage for 2013 for $444.60. Employee insurance monthly benefits were also approved.

Also looking to 2013, the council authorized Cahill to research for computer and network upgrades for possible inclusion in the FY14 budget.

In other business at the meeting, the council approved:

Purchasing an Energy Star rated refrigerator for the pool from Home Appliance of Webster City for $569, with financing from Local Option Sales Tax funds.

Donation of a Family Pool Pass to the Fire and Rescue open house event on November 29.

The annual financial report for fiscal year 2012.

A review of the city council action plan was tabled until the next regular council meeting on December 10. Before that meeting, the council plans to hold a work session starting at 6:00p.m. to discuss painting options for the exterior of the water tower.
