City Council begins process to fill vacancies

Webster City residents interested in serving on council asked to submit letter of intent by Nov. 30

The three remaining Webster City City Council members officially accepted the resignations of Melissa Borer and Mark Gillette Monday night, and started to discuss how to fill the two vacant seats.

Mayor Gene Gray set out the two options available to the council.

"The first option is that the remaining council members can appoint someone to fill those seats who would serve out the term, or the second option is to call a special election," he said.

Gray also said that citizens could also submit a petition of 115 names to call for a special election. The number of names on the petition reflects a percentage of the voters in the last election, he said.

"This is all new to me," said Jerry Kloberdanz, who was recently re-elected to the City Council. "I'm not sure what to do."

City attorney Gary Groves explained that the council has 40 days from the date of Borer's and Gillette's resignation to appoint two new council members or call for the special election. That date is Dec. 21, he explained and added that citizens would then have up to 14 days after the appointment to submit the petition for special election.

"Then we have to give the commissioner of elections 32 days to set the election," Groves said.

The city attorney said that citizens could actually petition the council now or anytime up until 14 days after the appointment.

"I think the best bet if you appoint someone is to make that appointment subject to a 14-day time period to follow," he said.

Which ever method the council chooses, the new council members need to be seated within 90 days of the resignations, which would be Feb. 12, 2010.

Council member Janet Adams suggested that area residents interested in serving on the council submit a letter of intent for review. The council voted to set Nov. 30 as the deadline for the letter of intent, and asked that interested parties also include a resume, list of qualifications and reasons why they would like to serve on the council.

Groves said he though a special election could cost as much as $3,000.

"We could save the city some money if we don't have a special election," he said. Groves said he had checked with the Iowa Attorney General's office to see if a council election could "piggyback" onto the Webster City school district's special election planned for February, but found that since the school district and the city have different boundaries, that idea would not work.

"The school district extends out further that the city boundaries," he explained.

Gray suggested that the best route might be to go ahead and call the special election.

"I think we'll find out on Nov. 30 who's interested," Kloberdanz said. "We don't know who's out there."

Sadler said his staff would provide the council with copies of the letters of intent and accompanying materials the day after the deadline.

Other business

Two new police officers - Joel Delaney and Eric McKinley - were given the oath of office by Gray during the City Council meeting.

Sadler announced that following a meeting with Cornbelt Electric, he was pleased to announce that there would be no electric rate increase this year.

The council approved the purchase of a new 2010 Ford Crown Victoria Interceptor for the police department.

Sadler explained that one vehicle is normally replaced annually.

"As in the past, we will be purchasing our vehicle from the State of Iowa bid," he said. The cost of the vehicle, $21,774, does not exceed the budgeted amount, according to Sadler.

The final payment for the 2009 infrastructure project was approved to Wunsch Construction, Inc., of Greene.

A public hearing on the proposed amending of the Code of Ordinances of the City of Webster City, pertaining to zoning, was set for 7:15 p.m. Dec. 7.

It was a grab for more power. The Kiss A** Coalition is riding high on their little power grab & sales will continue to decline at the places of business that threw in with that petty lot. We, The People vote with our heads. You, the Vast Flock go along with whatever makes it easiest for this micromismanaged town to fall ever further into oblivion. Good luck.

I wouldn't consider endorsing a candidate a strong-arm tactic, either, unless it came in the form of a blanket endorsement of no less than three candidates, making it rather apparent what the agenda was/is, & as I stated previously, when someone, be it a celebrity or a massive gang of somewhat prominent people in the community, tries to persuade me to vote for a candidate, or no less than three candidates, it comes off as an attempt to tell me that I should be impressed because of who they are/what they do, and not bother to do my own research. And the result of the election may bear that out. A cluster endorsement or a cluster something else?

Personally, I wouldn't equate publicly endorsing a candidate as "strong-arm tactics". It's people with "skin in the game" in the community letting people know who they want to win, perfectly democratic. While it may cost them some business, judging from the results of the election, it may well win them more business. It's hardly underhanded to pay to take out an ad for all to see. I commend people for having courage in that regard. They know it will cost them some people's business, just as putting a "Joe Schmo for City Council" sign in your yard is almost sure to get you grief from people with different views. If the ad mentioned (which I never saw myself, so I don't know the content, so maybe there was something in there that was insulting but I doubt it) endorsed the incumbents now voted out, would that be considered "strong-arm tactics"? Food fer thought.

I agree with Littja, anyone that uses their place of business to endorse a politcal candidate does so knowing that their action will alienate them from customers that don't agree with their politacal bent. In todays' market it is a very questionable business decision. I certainly don't want to patronize any business that would willingly be party to such obvious strong arm-tactics. My money is better spent elsewhere. I applaud Littja for making a stand on this matter.

Of course it would not be in the city's best interest for residents to boycott local business, but then again it might be better for a business person to vocalize their political preferences privately, and not use their community position to endorse candidates. It was particularly offensive for them to endorse 3 certain candidates as a cluster, totally ignoring other businessmen that were running. Perhaps they deserve less business? They will not have mine. Additionally, there were signatures of teachers, doctors, other professionals, and again, I find this cluster endorsement troublesome as it has the appearance of strong-arm tactics.

I understand your frustratrion with that ad, but it wouldn't be in our city's best interests to boycot local businesses. They need the revenue to stay in business and in a small town we really do all sink or swim together.

That full page spread ran twice in this paper before the election,as far as I know, but I am unsure of the dates. You would have to get back copies from the newspaper office. I think they ran the week or so before election.

Littja, where can I find that list? I too want to avoid doing business with anyone that was part of that petty little manuever to ensure that the city council/city manager form of government continues to run backwards here in WC. They want to call that progressive, it will cost them my business & hopefully that of other clear-thinking people as well.

I have kept the cluster endorsement of the 3 candidates who won the election so that I may remind myself from time to time who the players were in that little maneuver. I found it disturbing & revealing & it will serve to remind me which business people etc. that I want to avoid--much in the same manner that I boycott celebrities who try to influence voters just because they are well known. Certainly they are entitled to their own opinion, but it is rather transparent when they try to swing votes because of who they are.

Littja: No tallons from me. It doesn't help the situation we find ourselves in. The world is changing and we need to figure out together what we can produce that the rest of the world can be convinced that they can not live without. We are in a global economy that doesn't place a high value on the workers assembling the goods... You can train nearly anyone to assemble something for lower wages than the prevailing wages here in the good old USA. That is the consequence of Wallmart's "we'll sell it for less than anyone else" mentality.

Littja, I've noticed that too. The same folks seem to want to either stick their heads in the sand like so many ostrich or else do some sort of Pollyanna impersonation. Why, just last week Pithy1 posted the suggestion that people refrain from responding to posts from Common or me on the grounds that our posts are viewed as negative. Yet yesterday he replied to a post of mine and he did so in a most negative manner. Apparently he has such low regard for his own advice that he completely ignores it.

Every time I check this forum, I see that the people who advocate positivity apply that only to when they state their own opinion. Once someone states an opposing view, the talons come out.

If the city WANTED Jake and Mark they would have gotten A LOT more votes (that's how it works). Either way, I expect two people to be appointed and we will have a special election.

We need to appointments to fill the void left until a vote happens. There is a lot of work to do and there are many capable people that will accept this councils offer to fill that void.

I think that is the best scenario for this city.. getting appointments AND having a special election.

Obviously the voters of Webster City did not want Mark and Jake to be on the council because they didn't win!!!! Maybe it had something to do with them being buddies with Roger Hughes??? Did anybody else notice that the council meeting was under an hour last night because Melissa didn't ask a number of dumb questions and say that she "just don't get it" ten times:)

Maybe we should have a special election to remove anyone that was on the council 3 years ago when dealing with the likelihood of Electrolux leaving town was met with a "yawn." I know, we don't want others to read anything negative about WC but the truth is already out and in todays DMR and also on this blog: *******globalmidwest.typepad****/

It seems that Mr. Ed and his flock were too busy making it against the rules for councilmen to talk to city employees w/o the micromanagers approval & making sure that 4 council members can go against the voters wishes to be focused on something as important as this.
