Council looks at street closings for JunqueFest

Annual event to move to downtown WC for 2017

Deb Brown, Webster City Area Chamber of Commerce Director, was at Monday night’s meeting to request the closing of four streets and designating portions of four parking lots for JunqueFest, which is scheduled for May 25 through 28 downtown. Before approval can be given, the council will consult the city departments to make sure the street closures are okay. The council did not take any action on the request.

There are currently 55 vendors slated to be at the event. Brown anticipates 25 more vendors before JunqueFest in May.

“It’s grown a little bit from the first, second, and third years. We’re holding our own based on where we were last year,” said Brown.

Brown also explained that all downtown businesses affected will be personally talked to and formal written notices about the event will be sent to those affected.

A public hearing was held concerning the 2017-2018 Capital Improvement Budget and 2017-2018 through 2021-2020 Capital Improvement Plan. There were no written or oral objections.

A resolution to adopt, following notice and hearing, the 2017-2018 Operating Budget and Certification of City Taxes for the fiscal year ending June 30, 2018 for the City of Webster City was approved.

The second reading of a proposed ordinance to amend Chapter 126 of the City Ordinances pertaining to subdivision regulations was approved. The council motioned to waive the third reading. The proposed amendment was then passed and adopted by the council.

“This was just an ordinance to bring our zoning code up to date with some new state regulations that came into effect,” said Webster City City Manager Daniel Ortiz-Hernandez.

A resolution awarding an agreement for the Brewer Creek 5th and 6th Additions Project to Wick’s Construction, Inc., Decorah, in the amount of $1,786,927.25 was approved in a roll call vote. Councilman Jim Talbot voted no.

According to Ortiz-Hernandez, the 5th phase will be completed first by September 30 with Phase 6 being completed a month after that. Groundbreaking is set to begin in April.

“At the beginning of this, I was a bit hesitant whether or not Webster City needed these lots,” said Councilman Logan Welch. “The more our growth climate and opportunities change, the more I feel this is going to be a great thing and needed.”

Talbot voiced his concern over putting funds towards new infrastructure in Webster City when the existing infrastructure is in need of repair.

“There’s so much concern about the streets and the infrastructure of Webster City. We’re adding more streets and infrastructure out there so there’s a lot of concern about adding more without maintaining what we have now,” Talbot said. “That’s an issue.”

The council approved a motion accepting five easements in connection with electrical upgrading projects.

A resolution accepting and approving the plat of Minor Subdivision of L&K Properties in Webster City was approved.

A request from Kent Harfst, Webster City Assistant City Manager/Recreation and Public Grounds Director, to approve specifications and seek request for proposals for a new roof at the Girl Scout Lodge in Kendall Young Park was approved. The last time the roof was repaired was 18 years ago.

The council will hold a goal session on Thursday at 5:15 p.m. at Fuller Hall.
