City council approves 2015-2016 audit

Wilson Brewer Historic Park Committee presents progress

The City Council of Webster City observed two presentations Monday evening.

Justin Jacobsma, with Williams & Company P.C. presented the 2015-2016 City of Webster City audit.

According to Jacobsma, there was an “unmodified opinion” on the audit, which is positive.

“The governmental change in fund balance increased approximately $4,000,000 for the 2016 fiscal year,” Jacobsma said, “but a portion of that is related to debt that was issued by the city for some street projects. There was about 4.5 million dollars, so some of that hasn’t been spent yet as well as of 2016. The fund balance did go up.”

According to Jacobsma, overall the utility funds increased $947,000. The majority of that came from the electric fund.

“The electric fund is a good resource for the city,” said Jacobsma. “Other funds can borrow from it and it’s just a nice utility to have for the City of Webster City.”

Councilman Logan Welch questioned if the city is financially sound.

“I always like to have a third party say that for the community,” Welch said.

Jacobsma explained they recommend it is good practice to have 90 to 120 days of operating expenses sitting in the unassigned general fund balance because that gets the city to property tax revenue coming in.

“You guys have well exceeded that thresh hold or what we like to see for the unassigned fund balance,” Jacobsma said.

Gary Groves, Wilson Brewer Historic Committee Chairman, and Nancy Kayser, local historian, updated the council on potential plans and progress with Wilson Brewer Historic Park.

They presented a powerpoint slide show of the buildings on the property and what restoration needs to be done.

The first reading of a proposed ordinance amending Chapter 126 of the city ordinances concerning subdivision regulations was approved.

The council approved to hold a public hearing concerning the 2017-2018 Capital Improvement Budget and 2017-2018 through 2021-2022 Capital Improvement Plan on Monday, March 6 at 5:45 p.m.

A public hearing on the proposed 2017-2018 Budget was approved by the council for Monday, March 6 at 5:50 p.m.

A resolution providing for the notice of a public hearing on proposed plans and specifications and proposed form of contract and estimate of cost for the 2017 Water System Improvement Project for Monday, March 20 at 5:45 p.m. was approved.

A request from Kent Harfst, Webster City Assistant Manager/ Recreation and Public Grounds Director, to seek proposals for a heater for the outdoor swimming pool was approved.

A public hearing was held concerning the proposed sale of a portion of city-owned property located in Lot 1, Wall Creek First Addition.

There were no written or oral objections.

A resolution authorizing the execution of a quit claim deed conveying a portion of city-owned property in Lot 1, Wall Creek First Addition, to Debbie and Lynn Jaycox was approved.

A public hearing was held concerning the proposed plans and specifications and proposed form of contract and estimate of cost for the Brewer Creek Estates 5th and 6th Additions Project.

There were no written or oral objections.

A resolution approving and confirming plans, specifications and form of contract and estimate of cost for the Brewer Creek Estates 5th and 6th Additions Project was approved.

Councilman Jim Talbot voted no on the resolution.

Interviews for the Youth Advisory Commission will be conducted on Monday, Feb 27 at 4 p.m. and Monday, March 6 at 4 p.m.
